25-02383 Protest and Review Supervisor

As a Protest and Review Supervisor for the Department of Revenue, you will provide the supervisory direction, training and guidance needed for your staff to examine protested notices of assessment for compliance with Kentucky tax laws and regulations. You will be required to utilize exemplary problem solving and decision making skills to coordinate resolution of protested cases throughout the protest resolution process.

Keys to success include extensive knowledge of Kentucky tax law, the ability to communicate clearly and concisely to taxpayers, staff, and other managers and effective management of personnel within the section. In addition, high ethical character, thoroughness and attention to detail are important qualities of the qualified candidate for this position.

1.  Additionally, you’ll be responsible for:

  • Reviewing and approving the work of protest officers in your section
  • Assisting and advising taxpayers with issues the staff cannot handle
  • Assisting in scheduling and leading taxpayer conferences when applicable
  • Researching tax laws, regulations, and policies to provide guidance to your staff
  • Helping staff utilize departmental resources and applications to provide an accurate and in-depth examination of tax returns
  • Managing personnel functions in your section to include mid-year and annual performance evaluations, monitoring schedules and attendance, coaching and encouraging staff to achieve their potential.
  • Ensuring the safety and confidentiality of taxpayer information, data, and records
  • Assisting the director and other managers with special projects

2.  Additional / Supplemental information:

  • Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
  • Required to comply with all tax laws
  • Mostly at a desk using a computer and telephone
  • Some travel for training and education.

3.  Minimum Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree.
     
  • EXPERIENCE, TRAINING, OR SKILLS: Eight years of experience in the audit, review or preparation of miscellaneous, corporation, individual income, withholding, property or sales and use taxes within the Kentucky Department of Revenue.
     
  • Substitute EDUCATION for EXPERIENCE: NONE
     
  • Substitute EXPERIENCE for EDUCATION: Experience in the audit, review, or preparation of miscellaneous, corporation, individual income, withholding, property or sales and use taxes with the Kentucky Department of Revenue will substitute for the bachelor's degree on the basis of 2 years of experience for one year of education.
     
  • SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

4.  Working Conditions

Duties are generally performed in an office setting with some physical effort required. Requires overnight travel both in and out of state.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
