Medicaid Benefits Policy Analyst

The Department of Health Services (DHS)Division of Medicaid Services (DMS) is recruiting three (3) Medicaid Benefits Policy Analysts. These positions work on the new Transforming Maternal Health (TMaH) initiative in Medicaid. Through this new model, DHS will improve maternal health outcomes, strengthen the maternal health workforce, and improve access to care, particularly for Black and Indigenous people.

The Bureau of Benefits Policy (BBP) is hiring two Medicaid Benefits Policy Analysts. BBP develops and implements coverage and reimbursement policies for benefits included under the Wisconsin Medicaid and BadgerCare Plus programs. 

The Bureau of Programs and Policy (BPP) is hiring one Medicaid Benefits Policy Analysts. BPP administers Medicaid managed care and waiver programs for acute and primary health care, as well as long-term care services for people who are older or who have intellectual and developmental disabilities and/or physical disabilities.

These positions offer the option to work remotely up to 5 days per week, but may be required to report to an office location on occasion to complete certain tasks. The schedule may vary based on training or operational need. These positions can be headquartered at one of our central or regional offices

Position Summary

As the Medicaid Benefits Policy Analyst, you will design, implement, administer, and evaluate the new TMaH-related program benefits. You will be responsible for the ongoing management and the long-term development of the TMaH benefit area. Responsibilities include:

  • Improving the quality, equity, and health and social outcomes for people served by the TMaH program.
  • Serving as a subject matter expert for assigned policies, programs, and initiatives. Advising Medicaid leaders about program-related issues ranging from specific technical issues to broad public policy issues. 
  • Collaboratively developing and implementing large scale projects that assure high-quality, equitable programs and service delivery. This includes strategic planning, implementation and improvement projects for the TMaH program and policies that are aligned with Medicaid best practices.
  • Researching, designing, communicating, implementing, administering operations, and evaluating assigned policies, initiatives, and programs. This includes researching and responding to program, policy, coverage and reimbursement questions from external partners, and working with technical staff to ensure accurate payment of healthcare providers.
  • Developing alternative health care delivery models and analyzing proposed changes to coverage and reimbursement policies. Proposing initiatives to improve the cost-effectiveness and quality of assigned benefit areas. 
  • Communicating policy and policy changes with healthcare providers, managed care plans, associations, and other external partners, including meeting with these groups on behalf of the Department.

Salary Information

The starting pay is between $36.25 and $42.79 per hour (approximately between $75,400 and $89,000 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required. 

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. These positions are classified as a Program and Policy Analyst Advanced and are in pay schedule and range 07/03.

Job Details

All applicants who may be appointed to these positions will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for these positions, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience with formal policy development and implementation.
  • Experience interpreting and applying federal or state laws, mandates, or regulations.
  • Experience working on diverse teams composed of financial, technical systems/data, and clinical staff.
  • Experience with program performance measurement, including experience with data analysis (e.g., querying databases, interpreting and explaining data, detecting patterns and trends, identifying data needs, preparing data for presentations, etc.).  

Well-qualified applicants will also have one or more of the following:

  • Experience with Medicaid policies or other health care payer policies.
  • Experiencing improving access to care and care outcomes for maternal health, with effective adaptability to each community.
  • Experience implementing large initiatives or projects for Medicaid programs or other health care programs. 
  • Experience collaborating with members of Wisconsin's health care industry (e.g., health care providers, provider associations, Medicaid members, managed care plans, or other public officials) on policy issues.
