Environmental Resource Compliance Trainee

The State of Connecticut, Department of Transportation (DOT), is recruiting for a Connecticut Careers Trainee (Target Class: Transportation Planner 1) in the Environmental Resource Compliance unit, part of the Office of Environmental Planning. This entry level opportunity is within the Bureau of Policy & Planning, at our headquarters, located in Newington Connecticut.

Position Details:

This position is full-time, 40 hours per week, and is in the P-4 (Engineering and Scientific) bargaining unit. This position would report to a Transportation Supervising Planner or employee of a higher level. 


 

The Role: 

The Environmental Resources Compliance Unit ensures DOT construction projects and maintenance activities are compliant with State and Federal regulatory requirements for work impacting regulated areas as well as natural and cultural resources.  This unit coordinates directly with construction inspection personnel and regulatory agency representatives to ensure use of best management practices related to erosion and sedimentation control and stormwater treatment are utilized and maintained properly.  This team is also responsible for coordinating necessary permit modifications to facilitate construction while minimizing impacts to the environment. This unit also manages the planning components of the Department’s Separate Storm Sewer Systems Permit (MS4 General Permit) and responds to public complaints.  

 

This entry level position will be primarily responsible for working to support the Department’s Noise Program, which will include: 

  • Review of design and construction plans to ensure compliance with FHWA Noise Standards (23 CFR 772);
  • Preparation of noise studies; 
  • Review of noise studies prepared by Consultants; 
  • Maintenance of the Department’s GIS noise barrier mapping and database; 
  • Updating noise related construction specifications and guidance documents; 
  • Educating Department staff regarding noise policies and procedures; 
  • Overseeing active construction projects with noise related commitments, and responding to noise complaints from the public. 

Other duties will include performing environmental site inspections on active construction projects, review of design plans and specifications, stormwater registrations and approval of Contractor submittals as they relate to permit authorizations and project specific environmental commitments.  The position also includes utilization of FHWA’s Traffic Noise Modeling Program (or equivalent) and ESRI software for mapping and analysis.  Field work in all weather conditions and on active construction sites will be required and travel primarily within the State will be necessary.
